PROBLEM TO BE SOLVED: To provide a pre-coated color steel sheet which is manufactured by successively forming zinc-based plated layers and chemical conversion coatings not containing chromium on both surfaces of a steel sheet and forming a prescribed single color coating film on the chemical conversion coating on the one surface of the steel sheet, and hence is excellent in base material color and hiding property of base material flaws even if the film thickness of the single color coating film is as thin as 1 to 10μm, and to provide a manufacturing process of the pre-coated color steel sheet. SOLUTION: The pre-coated color steel sheet is characterized in that the zinc-based plated layers and the chemical conversion coatings not containing chromium are successively formed on both surfaces of the steel sheet, and the single color coating film containing a carbon black-containing color pigment, silica and polyester resin is formed on the chemical conversion coating on the one surface of the steel sheet, wherein the single color coating film has a film thickness of 1 to 10μm.
