PROBLEM TO BE SOLVED: To provide a device and a method for preventing clogging of a hopper capable of surely detecting load clogging with little erroneous operations, preventing deterioration of a load clogging detector, and coping with a load change such as a likely-to-clog condition. SOLUTION: This hopper clogging preventing device detects whether a load is clogged in a hopper by load clogging detectors 13, 23, 33 installed in hoppers 11, 21, 31. The load clogging detectors are installed outside the hoppers, so as to detect whether the loads flow from the hoppers with the load clogging detectors. Also, while hopper delivery units 10, 20, 30 comprising sets of the hoppers and delivery means 12, 22, 32 are continuously arranged in a load delivery direction, the load clogging detectors are installed outside the hoppers of the respective hopper delivery units. After a predetermined time elapsed from the time when the an upstream load clogging detector detects a loading condition, only when a downstream load detector detects unloading, the upstream delivery means is stopped.
