<P>PROBLEM TO BE SOLVED: To provide a method of creating two-dimensional codes preventing a user who reads them by using a reading device of general specifications from recognizing the presence of secret data. <P>SOLUTION: For two-dimensional codes created by a code creation process, secrete data codes are disposed behind a terminal identification code in place of some or all of their filler codes in a step S133. Thus, the secrete data codes disposed behind the terminal identification code are not read by readers of general specifications, so that even if two-dimensional codes including such secrete data codes are read with a reader of general specifications, the presence of data to be made secrete by the secrete data codes is unknown.
