PROBLEM TO BE SOLVED: To provide a compact light adjusting device where a wiring for diaphragm control need not be pulled out from a diaphragm mechanism, and an optical device. SOLUTION: The light adjusting device 100 having an optical aperture 111 which is fixed and a diaphragm blade 105 which can be displaced has a first magnet 110 fixed on the diaphragm blade 105 and a second magnet displacing device 102 changing external magnetic field acting on the first magnet 110.
