A distributed control and an independent control system are provided to implement stable high-speed communications and control function and to implement stable communication faster than 100Mbps by replacing a Back Plane communications and control method. An Ethernet bus(310) adds a memory function for replacing existing back plane communications. A control board(#1~#N) includes a controller and an Ethernet module for Ethernet bus communications and control in each control board. The Ethernet module generated and assigns IP for dividing each control board adding the Ethernet module. A CPU control board(315) and an operating computer already stores a TCP protocol.
