<p><P>PROBLEM TO BE SOLVED: To provide a communication controller capable of improving transmission efficiency with a lighter processing load when limiting provision of information which is unnecessary or decreases in value for a transmission-destination device and limiting an unnecessary load on a network. <P>SOLUTION: A transmission packet generating means 11 imparts to headers of respective packets, flags indicative of periodicity, immediacy, delivery certainty, etc., necessary for a packet discriminating means 12 to judge characteristics of information. The packet discriminating means 12 judges in which of transmission queues (#1 to #N) the packets are enqueued according to the characteristics such as the periodicity, immediacy, delivery certainty, etc., of the information to be transmitted which is input from the packet generating means 11.
