It is an object to make it possible to more efficiently use a port resource of a limited global address resource allocated to an address conversion device. An address conversion unit holds a session port allocation table to make an existing session correspond to a local edge point (port resource) in the address conversion device and a port allocation rule indicative of port usage about allocation available ports, converts packet address information received in accordance with the corresponding relationship between the existing session and the port resource shown in the session port allocation table, and allocates a port in accordance with the port usage shown in the port allocation rule for a packet that newly opens a session. An allocation rule renewal unit leaves the corresponding relationship between the existing session and the port resource in the session port allocation table unchanged but changes a ratio of the port usage in the port allocation rule.
