<P>PROBLEM TO BE SOLVED: To provide a humidifier and a fuel cell system capable of restraining damage of a steam permeating membrane at the low temperature. <P>SOLUTION: This humidifier 15 has the steam permeating membrane 82 inside, and humidifies oxidation gas by oxidation off-gas via the steam permeating membrane 82 by introducing the oxidation gas and the oxidation off-gas having humidity higher than this oxidation gas to the inside. The steam permeating membrane 82 exists in a position lower than an inlet 72<SB>IN</SB>for the oxidation gas and higher than an outlet 72<SB>OUT</SB>.
