PROBLEM TO BE SOLVED: To provide a ring fastener installing device and method easily installing and disassembling a ring fastener. SOLUTION: The ring fastener has a pair of ring ends 11, 12 spaced from each other; a region B having a constant cross section over at least 150 degrees of its circumference; recesses 13, 14 opening to the inner peripheral surface side in the regions of the respective ring ends 11, 12; and recesses 17, 18 opening to the outer peripheral surface side adjacently to the respective terminal ends of the region B having the constant cross section. The ring fastener is in a circular shape when resting, and it is tightened while substantially maintaining its circular shape when the pair of ring ends 11, 12 are brought close to each other. The ring fastener installing device comprises: a ring fastener receiving part 30 for applying pressure to the pair of ring ends 11, 12 to some extent; and a plurality of projecting parts 33, 34 projected from the receiving part 30 and engaged with the recesses 17, 18 opening to the outer peripheral surface side.
