A P2P-based streaming system and a method thereof are provided to be immediately applied to the general use environment such as CDN and IDC without modification by using a virtual server which is an intermediate. A P2P-based streaming system comprises the followings: a content server(10) for storing a plurality of content data and providing a streaming service; a plurality of file clients(20) which store a plurality of content data and share data by being connected to a P2P network; a user client(30) which uses the streaming service of content data stored in the content server or a plurality of file clients; and a management server(40) which manages data information retained by the file clients or user client or data share information.
