Strip (including sheet, plate &c.) made from a rimmed steel having a maximum carbon content of 0.05% and a maximum manganese content of 0.15% is cold-reduced and is then annealed at 800 DEG -1150 DEG F. for such a time that the surface layer is substantially recrystallized while the core retains its fibrous structure. Preferred conditions are 16-24 hours at 875 DEG -925 DEG F. for batch annealing, and 10-30 seconds at 1050-1100 DEG F. for continuous annealing.
