PURPOSE:To prevent cracking due to creep strain by weldingly installing a metal member onto a part on which a welding metal of low carbon steel is weldingly underlaid. CONSTITUTION:A welding metal 5 of a low carbon steel which does not substantially contain chrome and molybdenum is padded onto a pressure container 1 made of a low alloy steel, and the boundary part is smoothly finished and, then, a metal member 2 made of a carbon steel is weldingly installed on the low carbon steel weld part 5. Fillet welds 3 for installing the metal member are of course of the welding metal material of a low carbon steel. After forming the container in this state, an after-welding heat treatment of the container is performed.
