<P>PROBLEM TO BE SOLVED: To provide a device for producing a functionalizing agent-treated planar substrate material capable of imparting the functionalizing agent only for the necessary part of a planar substrate material, such as cloth, etc., and a method for producing the same. <P>SOLUTION: This device for producing a functionalizing agent-treated planar material is provided by winding a conveying belt 16 pasted with a cloth 22 via a sticky agent between a driving pulley 12 and a follow-moving pulley 14, and driving them by a conveying motor 18. In the downstream side of the follow-moving pulley 14, an image-reading device 26 for reading the image printed on an upper surface of the cloth 22 is installed and at its downstream side a functionalizing agent-printing unit for performing the printing of the functionalizing agent toner toward the cloth 22 is installed. The printing of the functionalizing agent toner at the functionalizing agent-printing unit is performed based on an image information read by the image-reading device 26.
