A pre-filter is provided to confirm the contamination degree of the pre-filter from the outside of the pre-filter easily and replace or clean the pre-filter easily, and a water softener using the pre-filter is provided to increase space utilization by freely installing the pre-filter on bathtub corners or a bottom part within a bathroom. A pre-filter(50) comprises: a transparent cylindrical filter housing(52) having a filter space(50a) defined therein, and a water inlet(56) and a water outlet(58) respectively connected to the filter space and drawn out in the outward direction; and a filter unit(82) embedded in the filter housing, the filter unit having a cylindrical nonwoven fabric(92) for dividing the filter space into a first space(50b) of the outer side connected to the water inlet and a second space(50c) of the inner side connected to the water outlet to filter and remove impurities in cold/hot raw water transferred from the first space to the second space. The filter housing further includes a partition wall(70) which forms a bottom of the filter housing in a state that a water outlet hole(72) is penetrated into the center of the partition wall to connected the water outlet and the second space, and water inlet holes(73) are penetrated into an edge of the partition wall around the water outlet hole to connect the water inlet and the first space, wherein the water inlet and the water outlet are drawn out from a bottom part of the partition wall. The filter housing further includes a filter flange(74) formed on a top face of the partition wall to encircle the edge of the water outlet. The filter unit further includes a cylindrical filter support(84) which is inserted into the filter flange, and which has through holes are penetrated into an outer face thereof, wherein the nonwoven fabric is wound around the outer face of the filter support once or more.
