PROBLEM TO BE SOLVED: To improve DC-free characteristics while satisfying a run-length limitation by a smaller circuit size. SOLUTION: An RLL/DC-free encoding unit 303 includes a first RLL encoding section 60, a first signal processing section 62, a second RLL encoding section 64, and a DC component elimination encoding section 66. The first RLL encoding section 60 generates a first encoding group by subjecting a digital signal encoding group output from a scrambler 302 to run-length-limited encoding. The first signal processing section 62 executes predetermined signal processing for the digital signal group without changing the number of bits contained in the digital signal group output from the scrambler 302. The second RLL encoding section 64 generates a second encoding group by applying run-length limited encoding to the digital signal group subjected to the predetermined signal processing by the signal processing section and output from the first signal processing section 62.
