PROBLEM TO BE SOLVED: To provide an external heating type fixing device capable of stably operating support rollers and to provide an image forming apparatus provided with the fixing device. SOLUTION: The fixing device 10 is provided with an external heating member 29, and two support rollers 33a and 33b provided on the external heating member 29 are configured so that the rotational torque T1 of the support roller 33a on the upstream side in the rotational direction of a fixing roller 25 is smaller than the rotational torque T2 of the support roller 33b on the downstream side in the rotational direction of the fixing roller 25, in the two support rollers 33a and 33b.
