PROBLEM TO BE SOLVED: To provide a video monitoring device for supervising a video image, which has high viewability, by using one set of monitor. SOLUTION: An indication scale factor changing unit 4 for unifying the size of each video image in an overlapping region of a first monitor area and a second monitor area by changing the indication scale factor of the video image of a monitoring camera 2 is provided. The video images of monitoring cameras 1 and 2, in which the size of video images in the overlapping region is unified by the indication scale factor change unit 4, are synthesized so as to generate a video image of one continuous monitor area.
