Method and operating unit for optimising the decision making process for controlling cell exchange in a mobile telephone network

The method involves determining cell wise optimum threshold value and hysteresis value in the mobile network from the receiving field strength values preset by the power regulation and variable terms are considered in the mobile network. The optimal threshold value and the hysteresis value are adjusted in the mobile radio network. The determination in the respective mobile terminal for or against a cell exchange is carried out in consideration of the optimal threshold and optimal hysteresis value. An independent claim is also included for the control unit or optimizing decision making process.
