PROBLEM TO BE SOLVED: To provide a protection circuit and a semiconductor device which protect a circuit against an abnormal voltage such as a surge voltage, and at the same time constitute the circuit blocks with low withstand voltage elements. SOLUTION: An input voltage Vcc is applied to a base in a first bipolar transistor 16, a high potential Vbb is applied to an emitter via a constant current source 17, and a collector is grounded. A second bipolar transistor 18 is diode-connected between the emitter of the corresponding first bipolar transistor 16 and the high potential terminal of a circuit block 2 in a way that the forward current flows to the corresponding circuit block 2.
