PROBLEM TO BE SOLVED: To provide a touch key capable of miniaturizing an operating part. SOLUTION: In a panel part 1 equipped with surface electrode parts 2, 3 and a back electrode part 4, a portion where one of the surface electrode parts 2, 3 is provided and another portion where the other of the surface electrode parts 2, 3 is provided are formed by electrical insulating materials 1a, 1b each having different dielectric constants. Thereby, since capacitance which the adjoining surface electrode parts 2, 3 and the back electrode part 4 form respectively can be changed, when identifying which one of the surface electrode parts 2, 3 a person has touched, identifying sensitivity can be increased by widening a difference in the capacitance and the operating part can be miniaturized.
