PROBLEM TO BE SOLVED: To obtain a developing device or the like where toner particles are satisfactorily electrified and a gap is hardly formed between a toner particle carrying roller and a layer thickness regulating member.

SOLUTION: The developing device has: the toner particle carrying roller for carrying toner particles, which has a center part equipped with a recessed part provided to be recessed by a working tool and a projecting part having a surface with which the working tool does not come into contact and both ends which are not set as a working object; and the layer thickness regulating member for regulating the layer thickness of the toner particles carried on the toner particle carrying roller, which is made to abut over the center part and both ends of the toner particle carrying roller.
