PROBLEM TO BE SOLVED: To provide a diagnostic device and a diagnostic method of motor-operated valves capable of obtaining reliable diagnostic results with high accuracy while implementing simple installation without disengaging of the motor-operated valves. SOLUTION: The diagnostic device of the motor-operated valves, which is prepared at the exterior surface division 3 of the motor-operated valve 1 so as to correspond to the external exposed portion of a valve rod 6, is equipped with a valve rod migration information acquiring means X1 acquiring information about displacement in the axial direction of the valve rod 6 from measurement at the exterior exposed portion concerned 3 and diagnoses function of the motor-operated valves based on acquired information from the valve rod migration information acquiring means concerned X1 to X7. According to associated constituent, the valve rod migration information acquiring means X1 can be prepared at the exterior surface division without disengaging motor-operated valves, resulting in simplification and rapidity of installation operation. Additionally, migration information concerned can be rapidly acquired, based on detecting of migration information about displacement in the axial direction of the valve rod concerned 6 at the exterior surface division 3 of the valve rod 6.
