PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus improved in the uniformity of image density and forming a high-quality image. SOLUTION: The developing device 4 has: a developing roller 41 which is arranged to be opposed to an image carrier 1 and on which developer is carried and conveyed to a developing area; a developer amount regulating member 51 which regulates the conveyed amount of developer on the developing roller 41; and developer stirring and conveying members 43 and 44 which convey the developer while stirring it. At least a part of a magnetic member 46A is opposed to the vicinity on an upstream side in a developer conveying direction from a magnetic force rising part X where the magnetic force component in a normal direction on a draw-up magnetic pole N3 for holding the developer on the developing roller 41 is almost zero, and a non-magnetic member 46B is arranged proximately to the magnetic member 46A on the upstream side in the developer conveying direction of the magnetic member 46A.
