PROBLEM TO BE SOLVED: To discover a newβ/δactivator of a peroxisome proliferator-activated receptor (PPAR) to provide an external composition for the skin, effective for prevention/amelioration of rough skin, skin inflammation and reduction of skin barrier function. SOLUTION: Theβ/δactivator of the PPAR comprises one or more kinds of compounds (e.g. luteolin and luteolin-7-glucoside) selected from flavones, flavonols, flavonones, flavanonols and isoflavones as active ingredients.
