The device has two belts arranged on both sides of bags (12) at the level of their heads (14). Each belt is in form of loop held between two vertical axes (46) placed at ends of the device. A closing station (22) has two claws for pinching the heads of the bags between long inner strands of the belts extending parallel to a direction of unreeling of the bags from a leveling station (38) to the station (22). An independent claim is also included for a bag-filling machine having a bag transferring device.
