In a PoC service, the users of terminals are allowed to easily communicate with each other without getting any says. A PoC server (20) for controlling the relays of communication among a plurality of communication terminals in a PoC service that allows the plurality of communication terminals to realize half-duplex telephone conversations using packet communication via the PoC server, comprising managing means (20a) for managing user terminals connected to the PoC server (20); acquiring means (20b) for acquiring, as operation information, key operations of each terminal; and transmitting means (20c) for transmitting the acquired operation information to the terminals managed by the managing means (20a).
