PROBLEM TO BE SOLVED: To provide a technique capable of substantially automatically generating FAQ data, answering most of questions, and easily organizing unnecessary FAQ data. SOLUTION: This device comprises a corresponding history data recording means 11 recording corresponding history data in which a question sentence is paired with an answer sentence; a new FAQ data candidate extraction means 12 extracting corresponding history data that are candidates of FAQ data from the corresponding history data in the recording means 11, and a FAQ data recording means 13 recording the extracted corresponding history data as FAQ data. The extraction means 12 comprises a first question-to-question relevancy calculation means extracting all combinations of two corresponding history data from the corresponding history data recorded in the recording means 11, and calculating the relevancy between two question sentences contained in two corresponding history data in each combination.
