PROBLEM TO BE SOLVED: To provide an image forming apparatus in which uneven charge of a photoreceptor 3K due to toner sticking to a conductive sheet 9K and occurrence of scumming can be suppressed over a long period of time. SOLUTION: In the image forming apparatus in which at least one of a surface of the photoreceptor 3K and toner adhering to the surface is charged by the conductive sheet 9K to which a bias is supplied while abutting to the surface of the photoreceptor 3K bearing a latent image, a conductive sheet having a contact angle of its surface to pure water of≤108°and a Shore D hardness of its surface of≤65 is used as the conductive sheet 9K. Sticking of non-transferred toner to the conductive sheet 9K is therefore suppressed over a long period of time and occurrence of scumming due to transport of non-transferred toner to a development area in which the photoreceptor 3K and a developing device 40K face each other can also be suppressed over a long period of time.
