PROBLEM TO BE SOLVED: To provide a terminal monitoring technology simplifying determination of a file operation risk and not attended with a heavy burden on construction and maintenance management of its system.

SOLUTION: This terminal monitoring server 2 monitoring a terminal file-operated by a user comprises a user evaluation value determination section 21 determining a user evaluation value numerically based on user identification information sent from the terminal 1; a file operation evaluation value determination section 23 determining a file operation evaluation value numerically based on file operation information in the terminal 1; a risk degree evaluation section 24 evaluating the risk degree of file operation performed in the terminal 1 based on the result of numerical operation of the user evaluation value and file operation evaluation value; and a risk information output section 25 generating file operation risk information according to the risk degree and outputting it.
