PROBLEM TO BE SOLVED: To provide a vehicular state estimating device for estimating the vehicular state to be referred to for enhancing the ride quality of a vehicle, and a shock absorber control device capable of controlling a shock absorber so as to enhance the ride quality of the vehicle based on the vehicular state estimated by the vehicular state estimating device. SOLUTION: A first calculation unit 7a, a second calculation unit 7, sprung vertical acceleration sensors 4F, 4FR, and 4RL, and speed sensors 3FL and 3FR estimate the vehicular state for the combination of each step by using the total value for performing the direct comparison with each other for each combination of the step number of the shock absorber. A suspension control device 8 drives an actuator (not shown) so as to obtain the combination of the optimum step number, and sets the step number of each shock absorber. Thus, the combination of the step number of the plurality of shock absorbers can be changed to the combination of the optimum step number so as to enhance the riding comfort of the vehicle.
