<P>PROBLEM TO BE SOLVED: To provide a catalyst layer retaining diffusion layer for a fuel cell, a membrane electrode assembly for a fuel cell, a manufacturing method of the catalyst layer retaining diffusion layer for a fuel cell, and a manufacturing method of the membrane electrode assembly for a fuel cell, which is advantageous to improve resistance to a cross-leak. <P>SOLUTION: A water-repellent agent is applied to the catalyst layer retaining diffusion layer from membrane facing surfaces 10i, 11i of gas diffusion layers 10, 11.
