PROBLEM TO BE SOLVED: To provide a pipe sealing plug capable of opening a through-hole of a pipe in an accurate position on a wall surface. SOLUTION: This plug for sealing an opening end part of the pipe is solved by the pipe sealing plug 1 with a short pipe 4 disposed on the axis passing through the center of the plug. Construction is composed of: a process of installing the pipe sealing plug 1 in the opening end part of the pipe; a process of boring a temporary hole 7 in its about position for penetrating the pipe through the walk surface of a building; and a process of opening a pipe through-hole 10 with the center of the pipe sealing plug 1 as the center on the wall surface of the building, by operating a hole saw 8 around the hollow short pipe 4 or an excavated-bored hole 34 arranged in the pipe sealing plug 1, by inserting a central part of the hole saw 8 into the hollow short pipe 4 or the excavated-bored hole 34 arranged in the pipe sealing plug 1, by using the temporary hole 7 bored in the previous process.
