PROBLEM TO BE SOLVED: To shorten the time required for collecting pieces of detailed information which nodes existing on all the networks or specific networks from the nodes have by a PC tool, and to also avoid complication of its own configuration in a distributed type control system to which a plurality of networks are connected via an inter-network mediation device. SOLUTION: When network configuration information generation request is received via any one of a plurality of communication parts, a predetermined response request command is sequentially and continuously transmitted, or by broadcast for each of one or more networks specified by the request, network configuration information including existing node addresses by each network is generated, based on responses to the response request command and the generated network configuration information is returned to a transmitting source of the request.
