<p><P>PROBLEM TO BE SOLVED: To reduce such a sense of incongruity that a macro block is stuck to a screen which occurs when skipping the macro block of a low frequency component. <P>SOLUTION: This coding device for coding a moving image in units of macro blocks comprises a variance value computing means for computing a variance value of the macro block to be coded; an absolute difference sum computing means for computing the sum of absolute differences between macro blocks to be coded and a reference macro block; and a setting means for setting a reference for determining whether the macro block to be coded is set as a skip macro block not in need of coding. <P>COPYRIGHT: (C)2009,JPO&INPIT</p> |
