PROBLEM TO BE SOLVED: To provide a structure for fixing a shape steel material with a dowel to a shape steel material intended in the present invention except the structure for forming the dowel by utilizing upper and lower dies having a V shape fitting relationship although there are various structures of a mortise groove for fixing two bodies via the tenon and the mortise groove so far, and the structure of the mortise groove is the combination of a plate material (flat steel plate material) having the mortise groove and a plate material having a tenon, and is the combined structure of flat plate materials. SOLUTION: According to the present invention, a shape steel material with a dowel is formed as follows. When the dowel is formed on the shape steel material by a press die, an upper die and a lower die having a V shape fitting relation are utilized. Projections are formed on the open ends of both side surfaces of the lower die by the fitting relation of the upper die and the lower die. In the fitting relation, a clearance is formed between the upper die and the lower die, and the dowel is formed on the corners bent by nearly 90°from the bent portion of the shape steel material without changing the shape of a dowel piece by utilizing the clearance, the dowel piece provided on the bent portion of the steel material, and the notches formed in the neighborhood of the dowel piece.
