<P>PROBLEM TO BE SOLVED: To provide an information recording and reproducing device having a function capable of automatically recording a program with a high program rating which is selected by a user operation. <P>SOLUTION: When program ratings for a past week are acquired from the Internet, program names are rearranged in the descending order of program ratings in each channel on the basis of the acquired program ratings. Further, the program names are rearranged in the descending order in each broadcasting time band on the basis of the acquired program ratings. When the recording of the program with the highest program rating in all channels e.g. is determined by operating a remote controller and the program with the highest program rating which is to be recorded is received, recording of the program is started.
