A porous catalyst structure having high specific surface area is provided to have remarkable performance of the catalyst and adaptability and to show a high specific surface area, a good thermal conductivity and a stable adhesive force. A porous catalyst structure having high specific surface area includes a metal catalytic layer on a surface of a porous metal substrate. A stainless steel is manufactured of stainless steel. The metal catalytic layer includes a catalyst component selected from a group consisting of: an alloy of Cu, Zn, Mg, Al, Zr, Ni, Pt, Co, Rh, Ru, Re, Ti, Pd; and an oxide or a combination thereof.
