<p>The present invention enables accurate setting of a predetermined road as a driving route. The present invention includes scale determination processing means for reading the scale of a map displayed on a map screen, matching target road selection processing means for selecting, in accordance with the scale of the map, matching target roads which are target roads used for setting a driving route, specification determination processing means for determining whether or not a road has been specified by an operator, and road selection processing means for selecting, if the road has been specified by the operator, one of the matching target roads nearest to a specified point as a road used for setting the driving route.
