The machine has two containers arranged adjacent to each other, where the container at right side of the machine is filled with water and the other container at left side of the machine is filled with cement powder. The water and powder are mixed in a radiation direction, where the powder is sprayed by supplying air and shaking the powder container. The powder is irradiated with high pressure water stream. The containers are opened upward and are horizontally moved to around 2 millimeter for shaking the containers. The water container has a discharging pipe for discharging water.
