PROBLEM TO BE SOLVED: To provide a wireless communication system and a wireless communication method that notifies a caller, of whether disaster victims are safe or not with a simple procedure. SOLUTION: In a mobile communication center 4, a disaster message board having a private disaster message board and a normal disaster message board is enabled as required. In the private disaster message board only a caller writes messages. In the normal disaster message board, any people can write messages. In an exchange 3, it is determined whether a callee is registered in the disaster message board while the disaster message board is enabled and whether a caller is included in the address book of the callee stored in the mobile communication center 4. If the callee is registered in the disaster message board and the caller is included in the address book of the callee, a message for confirming the private disaster message board is selected. If the callee is not registered in the disaster message board or the caller is not included in the address book of the callee, a message for confirming the normal disaster message board is selected.
