PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing toner with less variation in particle diameter while enhancing toner manufacturing efficiency. SOLUTION: The apparatus 1 for manufacturing toner comprises: a toner constituent liquid reservoir 4 for storing a toner constituent liquid 5; a dripping chamber 12 located at the downstream of the toner constituent liquid reservoir; a dripper 19 composed of a thin film 15 having nozzles leading to the inside of the dripping chamber 12 and a circular electromechanical converter 16 located around the thin film 15 to vibrate the thin film 15, wherein the dripper 19 which drips the toner constituent liquid 5 in the dripping chamber 12 through the nozzles and discharges the droplets to the outside of the dripping chamber 12 by increasing/decreasing the internal pressure of the dripping chamber 12 based on periodic vibration of the thin film 15; and a particle formation section 13 in which the droplets 31 of the toner constituent liquid 5 periodically dripped and discharged from the nozzles are solidified.
