A method for implementing the inter-working gateway application layer routing comprises that the session border controllers exchange the distributed packets with each other, and the packets include the corresponding relation between the soft-switch of the first session border controller and the public network port, and the public network IP address of the first session border controller (S601); the second session border controller allocates corresponding private network ports to the soft-switches of the received distributed packets, and each private network port corresponds to each soft-switch of the second session border controller (S602); the packets transmitted by the soft-switches of the second session border controller are transmitted to the soft-switches of the first session border controller according to the opposite address translation made by the second session border controller and the local address translation made by the first session border controller (S603).
