PROBLEM TO BE SOLVED: To provide a drying inhibitor for mortar or concrete having a high drying inhibition effect at an early age after spraying. SOLUTION: The drying inhibitor for mortar or concrete contains (A) a compound represented by formula (I): R1-CO-(AO)p-O-R2 (wherein R1 is a linear saturated hydrocarbon group represented by C<SB>m</SB>H<SB>2m+1</SB>(m=13-19); R2 is a saturated hydrocarbon group represented by C<SB>n</SB>H<SB>2n+1</SB>(n=1-5); AO is a 2-4C alkyleneoxy group; and p is an average addition mole number and is a number of 0-3), (B) a surfactant showing a surface tension as 0.1 wt.% aqueous solution at 20°C of 10-45 mN/m, and (C) water.
