PROBLEM TO BE SOLVED: To provide a new separation/recovery method where substance included in sewage or drainage is efficiently separated, and simultaneously, the one obtained thereby can be utilized as a fertilizer, and to provide a recovery device suitable therefor. SOLUTION: Sewage or drainage requiring treatment is charged inside a treatment tank, and the fine bubbles of air are introduced into the water, so as to make a bubble flow and a rotating flow. Further, ozone is introduced from an ozone generator into the water, so as to promote oxidation reaction. Simultaneously, a liquid in which crab shell chitosan is dissolved is added to the treatment water, and water treatment is performed. The ball-shaped lumps and various suspended matters of oil-soluble substances (hereinafter referred to as oil balls) are separated from the water, so as to be a floating state in the water surface. After the completion of the treatment, the water in the tank is pumped up. The oil ball-containing water is pumped up and is passed through a screen filter having fine meshes, and only the oil balls are separated and discharged, so as to be recovered.
