PROBLEM TO BE SOLVED: To provide a damper capable of softly absorbing impact when the impact is small, and becoming hard and positively holding an impact-absorbed body, for example, a head, when the impact is large. SOLUTION: The damper 1 comprises: a container 2; a partitioning member 6 for partitioning the inside of the container 2 into two storage chambers 4, 5 for storing a viscous fluid 3 and movable in an axial direction A rotating in a direction R; a moving force applying means 7 for applying moving force to the partitioning member 6 in a direction A1 by rotational force in a rotating direction R1; an elastic means 8 for elastically urging the partitioning member 6 in a direction A2; a through-hole 9 for communicating the two storage chambers 4, 5 in the container 2 with each other; and an allowance and restriction member 10 for allowing flow between the two storage chambers 4, 5, and when inner pressure of the viscous fluid 3 stored in the storage chamber 4, in the direction A1 based on movement of the partitioning member 6 in the direction A1, is generated to exceed a certain value, restricting the viscous fluid 3 in the storage chamber 4 to flow to the storage chamber 5 via the through-hole 9 in a direction A2.
