PROBLEM TO BE SOLVED: To manufacture a plasmon waveguide in a simple way, highly efficiently, and at a low cost. SOLUTION: A dielectric substrate 11 of the plasmon waveguide 1 having a plurality of fine holes 12 of a predetermined pattern on its surface is filled with a plurality of fine metal bodies 20 of the size, which induces localized plasmons, spaced so that a plasmon guided wave occurs in the adjacent fine metal bodies 20.
