PROBLEM TO BE SOLVED: To provide a base material for a separate paper, which exhibits excellent barrier properties by forming an undercoat layer by carrying out coating using a curtain coating method at a high speed of 400-1,000 m/min, and drying, and further has excellent blocking resistance, and to provide an adhesive sheet. SOLUTION: The base material for the separate paper obtained by forming an undercoat layer consisting essentially of a pigment and a binder at least on one surface of a base paper is formed by allowing an undercoating liquid to contain a surfactant providing 0.1 mass% aqueous solution having a dynamic surface tension of 30-60 mN/m, coating the undercoating liquid by the curtain coating method, and drying the coated product to form the undercoat layer. As a result, the formation of a pinhole and unevenness is suppressed when a release agent layer is formed thereon, and paste-removing properties are extremely effectively improved.
