A method and an apparatus for receiving and transmitting data in an orthogonal frequency division multiplexing system prevent shortage of transmission power in an orthogonal frequency division multiplexing symbol including a resource block by applying the maximum resource element puncturing. A base station generates a P-BCH(Primary Broadcast Channel) signal and the other downlink channel signal(401). The base station determines whether the generated signal is an OFDM symbol including a resource system defined in a slot including the P-BCH or not(403). If the generated signal is the OFDM symbol including the P-BCH, the base station applies the maximum RE puncturing within the resource symbol defining the P-BCH(405). The base station perform the RE mapping for the P-BCH(407). If the generated signal is the OFDM symbol which does not include the P-BCH signal, the base station performs the RE mapping of the other downlink channel(409). The base station performs the transmission processing(411).
