PROBLEM TO BE SOLVED: To efficiently allocate resources of physical servers on virtual servers in consideration of various allocation conditions. SOLUTION: A load allocation device 6 collects the load states of systems operating on virtual servers 2a, to 2m, 3a, to 3m, 4a, to 4m, and 5a, to 5m from a plurality of physical servers 1a, to 1n, and allocates loads imposed on the physical servers 1a, to 1n according to a genetic algorithm in which the load capacities of the systems operating on the virtual servers 2a, to 2m, 3a, to 3m, 4a, to 4m and 5a, to 5m are represented with a gene sequence, and a load balancing device 7 distributes loads calculated by the load allocation device 6 to the physical servers 1a, to 1n.
