PROBLEM TO BE SOLVED: To properly adjust the brightness of an illumination load in a light control mode according to a request from a user. SOLUTION: A control circuit 7 controls turning on of an illumination load L in a normal mode in which the control circuit 7 fully turns on an illumination load L when a heat ray sensor 4 detects a human body when an ambient illuminance is equal to or lower than a reference illuminance, and in a light control mode in which the control circuit 7 turns on the illumination load L under light control when the heat ray sensor 4 detects a human body when an ambient illuminance is equal to or lower than the reference illuminance. The control circuit 7 is caused to select a light control mode and set a time of selecting the light control mode by user operation on a light control time setting unit 62, and is caused to set a light control level at the illumination load L at the time of light control mode selection by user operation on a light control time setting unit 63.
